The ASO is a financial tool used to help children and their families identify, select, and arrange for supports and services with qualified community providers. This funding model is also referred to as a Fiscal Intermediary. Together with their case manager, children and families who are enrolled in the ASO can decide what suits their particular needs and goals. They may want to use the ASO to do many different things, or they may only need a few things. ASO funds are to be used only as a last resort.  Family Support Coordinators are responsible for helping families locate services and supports that are either funded by other sources or that naturally exist in the community. Under the ASO model, the case manager works closely with children and their families to develop an Individual Budget based on the needs and goals identified in their Family Support Plan. Once services are identified in the Individual Budget, the ASO contracts with providers and pays for the supports and services children and their families need. The ASO also generates monthly reports that are distributed to funding agencies, case managers, and directly to families. Additionally, the ASO is responsible for developing and maintaining a database of local service providers that is accessible to families and case managers who are looking for a provider to perform a service identified in their budget.
